Located in the easternmost part of the new Shangcheng District, the subdistrict covers an area of 15.5 square kilometers and administers 23 communities (villages). In recent years, it has successfully established itself as a national model subdistrict for smart and healthy elderly care. Its labor dispute mediation platform has consistently been recognized as an outstanding provincial-level mediation organization, while its "Trash Can Chief" self-governance model has become a pioneer in the province. The "Party-building-led collaborative governance" approach was highlighted in a special document by the Central Organization Department, and the standardized management model for resettlement communities was included in municipal-level local standards. The subdistrict is home to the Hangzhou Normal University East City Education brand, which has achieved remarkable progress. The regional governance center's innovative "brain + limbs" model has garnered recognition and inspection by higher authorities.
