On April 9, 2021, Hangzhou Government was approved by the State Council to officially optimize and adjust some administrative divisions. The divisions under Shangcheng District and Jianggan District originally (excluding Xiasha Subdistrict and Baiyang Subdistrict) belonged to the administrative divisions of the New Shangcheng District. With the People’s Government located at No. 77 Wangchao Road, Wangjiang Street, the New Shangcheng District covers an area of 122 square kilometers, with 14 subdistricts and 201 villages under its jurisdiction. Its permanent population is 1.371 million, including 882,800 registered residents.

The New Shangcheng District, after the adjustment of administrative divisions, fully embodies the reintegration of the “West Lake Era” and the “Qiantang River Era”, taking “one center and four centers” as its strategic positioning. To be specific, it means comprehensively building an important high-end service industry center, consumption center, and entrepreneurship and innovation center in China, as well as the cultural heritage of the Song Dynasty (960-1279) and exhibition center. It strives to become a first-class international modern urban area, and a vanguard of common prosperity demonstration area of high-quality development and construction.

Both Hangzhou Municipal CPC Committee and Hangzhou Municipal Government are located in Shangcheng District, proving its unique regional advantages. It is close to the Qiantang River, one of the marvelous wonders of the world, and the picturesque West Lake. The Grand Canal from Beijing to Hangzhou runs through the whole district from south to north. There are Hangzhoudong Railway Station, one of the largest high-speed rail hubs in Asia, Hangzhou Railway Station, Hangzhou Coach Center, the central railway hub in Hangzhou, the largest passenger transport center in East China, Hubin Pedestrian Street, one of the first batch of national demonstration pedestrian streets, and Qinghefang Pedestrian Street, one of the high-quality pedestrian streets at the provincial level, Hangzhou Citizen Center, Hangzhou International Conference Center and Hangzhou Grand Theater. These have become distinctive landmarks representing the development of Hangzhou.

Shangcheng District has established a development plan of “one axis, two cores and five stars”. To be specific, the 19-kilometer golden shoreline of the Qiantang River is the main axis, the Qianjiang New City and the Hubin Area are two cores, the Grand Site of the Imperial City of the Southern Song Dynasty (1127 - 1279), the Demonstration Zone of Hangzhou and Hong Kong High-end Service Industry, Genbei New City (Hangzhoudong Railway Station Hub), Qiantang Smart City and the Jianqiao-Dinglan Block are five stars. The plan aims to promote the high-quality development of financial services, fashion consumption, professional services, cultural industries, health services, and intelligent manufacturing led by the digital economy. Its GDP in 2022 was 252.5 billion yuan with an increase of 3.3%. The industrial added value of enterprises above the designated size was 48 billion yuan with an increase of 3%, and the added value of the service industry was 186 billion yuan with an increase of 4%. Fixed asset investment increased by 5.5%. The total retail sales of social consumer goods were 106.9 billion yuan with an increase of 8.4%; the total fiscal revenue was 40.56 billion yuan with an increase of 7.4%, of which the general public budget revenue was 21.06 billion yuan with an increase of 4.6%.

Shangcheng District has a profound historical and cultural background. It is an important carrier of the culture of the Southern Song Dynasty, Wuyue Culture, Qiantang River Culture and the Grand Site of the Imperial City of the Southern Song Dynasty. More than half of the historical buildings, locations, blocks and cultural relics under protection at all levels in Hangzhou are located in the Shangcheng District. There are 9 national cultural relics under protection. It witnessed the birth of the first residents’ committee in China after the foundation of the People’s Republic of China, the first CPC group, the first Communist Youth League group and the first labor movement group in Zhejiang Province. Chairman Mao Zedong, President Xi Jinping and other state leaders had once visited the Xiaoying Lane - “Red” Lane.

Shangcheng District is well-known for its high-quality public services and effective grassroots governance. There are the First Affiliated Hospital, College of Medicine, Zhejiang University (FAHZU), the Second Affiliated Hospital Zhejiang University School of Medicine (SAHZU), Sir Run Run Shaw Hospital and other provincial grade-a class-3 hospitals, as well as Hangzhou Jianlan Middle School, Hangzhou Caishi Education Group, Hangzhou Chovan Experimental School, Hangzhou Tianchang Primary School and other well-known schools in Zhejiang Province in the area under its jurisdiction. In addition, a variety of museums, gymnasiums, parks and other rich resources are available for the residents to share. In recent years, Shangcheng District has innovated new mechanisms for grassroots governance, including “Linkage of Community, Social Organization and Social Service”, “Sunny and Rainy West Lakeside Workshop” and “Kaixuan Welfare Club”, created “Good Education”, “Wanwan Care Center” and other welfare services to help the disabled, explored “Improved Services for Hangzhoudong Railway Station”, “Traffic Congestion Control around FAHZU and SAHZU” and other new scenarios of smart grassroots governance. People living in the area under its jurisdiction are more satisfied and happier. It has been granted the title of provincial safe district for 16 successive years, “Dayu Award”, a provincial award for districts that have made outstanding achievements in “Five Water Treatment” for three times, as well as pilot district for law popularization in the “Seventh Five-year” and excellence award in the first national business environment evaluation.
