Located in the southwest of the new Shangcheng District, it was named since it was seated at the foot of Ziyang Mountain. With Wansong Mountain in the south and Ziyang Mountain in the west, adjacent to Qiantang River in the east, and next to Wangjiang Road in the north, it is located in the core area of Grand Comprehensive Protection Cultural Relic of the Imperial City in Southern Song Dynasty, as the birthplace of the first residents’ committee in new China. Featuring profound historical and cultural heritage, it has a dozen of national, provincial and municipal historical and cultural sites under government protection, such as former residence of Hu Xueyan, Imperial Ancestral Temple ruins, Fengshan Water Gate, etc. It has 12 communities, covering an area of 3.49 square kilometers, with about 80000 permanent and 29000 temporary residents. It was successively rated as an excellent sub-district in the Five Water Treatment initiative in Zhejiang Province, an advanced party organization in the anti-epidemic action in Hangzhou, advanced group in fight against the epidemic in Hangzhou, etc. As the first stage on which grass-roots democracy autonomy strikes a pose and birthplace of grass-roots governance for party leadership, the sub-district is now forging ahead on a new journey and opening up a new situation in a fighting spirit, by adhering to the development philosophy of “being the first to inherit history and striving to be the first in practice”, to make a contribution to presenting a new look of the new Shangcheng District.
