The annual expenditure on people's livelihood at the municipal level was 8.65 billion yuan throughout the year, accounting for 79.4% of the general public budget expenditure. It has increased the efforts to support and guarantee the people in difficulty, and issued 140 million Yuan of all kinds of relief subsidies. The urban registered unemployment rate was 2.4%, 1.1% lower than the municipal control target. Besides, it has innovated the “staff sharing” mode, and provided point-to-point services to 62000 people. It has promoted the “happy old-age life” project, built 15 sub-district and community home-based care service centers, and completed the elderly-oriented reconstruction for poor elderly families. The first military-civilian joint health care pilot project was launched, and it took the lead to build a regional rest center. Moreover, it has promoted the construction of a service guarantee system for veterans, with eight “new age Fengqiao-style veteran service stations”. And its Red-cross’s modes, like “city fraternity home”, “Wanwan’s assistance to the disabled” and so on, became the highlights across the country.
